AS INICIATIVAS GLOBAIS DE SAÚDE E OS ATORES E INSTITUIÇÕES NACIONAIS: O CASO DE ANGOLA
Resumo
Neste art igo, discute-se o impacto das Iniciat ivas Globais de Saúde (IGSs) no Sistema de Saúde de Angola at ravés da análise das perceções de atores-chave. Esta análise está integrada num estudo mais amplo, da responsabilidade de um consórcio com t rês países europeus (Portugal, Irlanda e Bélgica) e t rês países africanos (Angola, África do Sul e Moçambique). Foram ent revistados informadores-chave: decisores polít icos do Ministério da Saúde e representantes dos doadores e organizações nãogovernamentais. Foi ainda efetuada análise de documentos relevantes: polít ica nacional de saúde, programas nacionais de malária, tuberculose e saúde materna e relatórios nacionais e internacionais. A recolha de dados em Angola decorreu ent re abril e junho de 2009 e maio de 2011. Os resultados refletem a complexidade da interação ent re o sistema de saúde angolano e os atores-chave externos. Angola não é dependente de financiamento externo, exist indo mais complementaridades entre os programas est ratégicos nacionais e a prestação de serviços e de intervenções das IGSs, uma realidade diferente da que observamos nout ros países africanos, como Moçambique.
