Abstract
The author proposes a reflection on the practical relevance of the concept of vulnerability in health context, taking as reference the case of the migrants. The possible consequences of this condition for the exercise of the right to health protection and for the definition of the correlative duties of the State are explored, based on the Portuguese legal regime that defines the terms and conditions of access to health services.
