Characterization of technical cooperations managed by the project office of the Oswaldo Cruz foundation presidency: the management of health projects in question
Abstract
The Project Office of the Oswaldo Cruz Foundation Presidency aims to support the contracting and execution of national and international technical cooperation (TCs) projects, which are aligned with the guidelines of Fiocruz and the system Unified Health System (UHS). This article aims to present a descriptive characterization of the projects managed by the POP with a view to knowing which public, thematic and funding sources. The analysis approaches were conducted by quantitative and qualitative, with the application of simple statistics of distribution by categories and classification typology of TCs, according to their objects and goals. A total of 52 CTs were analyzed in force in the period from 2013 to september of 2018, 90% are financed by the National Health Fund, the Ministry of Health (NHF/MH) and 10% by other funders. The Fiocruz Presidency and two other vicepresidencies were the units responsible for the majority of TCs managed by the POP. The study made possible the understanding of the system of actions for project management. It was observed the variety of information produced, but poorly systematised in view of the institutional objectives, as well as the need for closer approximation between the POP, researchers and managers to the success of the process of management. The categorization of the projects showed the potential to improve communication in the networks involved with the POP, in the best orientation for decision-making.
