A experiência de 10 anos do programa ePORTUGUÊSe da OMS

Abstract

 

 Introduction: The ePORTUGUÊSe WHO Programme was created in 2005 to support collaboration and sharing of health information between Portuguese-speaking countries, with the potential to improve national health systems, build capacity of human resources for health and contribute to the achievement of the Millennium Development Goals. 

Objective: Evaluate the Network in the context of South-South health cooperation, from 2005 to 2015. 

Method: Study with a qualitative approach using technical, scientific and administrative documentation on the ePORTUGUÊSe Network available in public repositories. Additionally, a bibliographic review and semi-structured interviews were conducted. 

Results: The ePORTUGUÊSe Network provided opportunities for cooperation between institutions and health professionals based in different countries. It helped improve access and sharing of information. An example of South-South health cooperation in Portuguese-speaking countries. The reduced engagement of those responsible in countries and a shortage of financial resources to carry out activities has adversely impacted the programme. 

Final considerations: The program was relevant for reducing professional isolation, increasing access and sharing of health information in Portuguese. With many components, it was developed in varying degrees in each country. However, the low dissemination made it difficult to improve strategies and create ownership of the ePORTUGUÊSe network by the countries.
